TOUCH: Adjust Windows file MODIFIED timestamp, with a few enhancements over
similar tools:

- Set timestamp to current time (like UNIX 'TOUCH').
- Set timestamp to a specific time.
- Adjust timestamp +/- hours:minites:seconds.
  Useful when file(s) are transferred by tools without reguard to UTC, and
  a timezone or DST boundary is crossed, causing the timestamps to be "off"
  by some constant.
- Set timestamps using a database built at another location. Useful
  when files are transferred by some means which does not preserve
  timestams, and you want to set them back to the values they were.
  Database is built by my FFF (FastFindFile) utility.

- Set timestamps on multiple files.
- Recurse to do file in subdirectories (if desired).
- Use Local or UTC.

with no arguments.
